It's difficult to tell from the photo exactly what's going on, and for whom, but this *could* be a part of a repeater system for cellular or PCS.  

A way of finding out some more information about the site would be to contact the Planning Department in San Francisco and giving the address of the parking structure.  They should be able to bring up all permits recently granted for that address and reference back to the underlying project.
