The rumour is that the store will be based at the old Fun Factory site on the corner of Toorak Rd and Chapel Street, South Yarra. It would be a splendid location!

It's Toorak Road, not Street.

We'd love to get an Apple Store in Melbourne, but they're talking about tearing down a very well-known historic building, so it's going to be controversial -- and some of that might rub off on Apple.

Isn't this just a developer's idea and not Apple's? Seems he is just looking to generate publicity for his development. As far as I can tell, major flagship stores are located in city centres and not (inner) suburbs. [ifo-I believe you're correct about the design being "proposed." However, I'm sure the developer had some measure of cooperation from Apple in using their architectural plans for the proposal.]

It's in the innercity suburb of South Yarra, in the city of Stonnington (that's the local council) in Melbourne.
